Yes, kratom is legal in Illinois for adults 18 and older, under the Kratom Control Act (720 ILCS 642), which has been in place since 2014. The catch is local: a long list of Illinois cities ban kratom, so legality depends on your municipality.

Current Illinois kratom law
Illinois' statewide law is short. The Kratom Control Act only deals with minors:
- "A minor under 18 years of age shall not knowingly purchase or possess any product containing any quantity of Kratom."
- "A person shall not knowingly sell, buy for, distribute samples of, or furnish any product containing any quantity of Kratom to any minor under 18 years of age."
- Both are Class B misdemeanors, and selling to a minor carries a minimum $500 fine. Using a fake ID to buy kratom is also a Class B misdemeanor.
That's the whole state framework. There's no labeling, testing or 7-OH standard in Illinois law. Some national trackers list Illinois as 21+; the statute we checked says 18.
City and village bans
Illinois is one of the most fragmented kratom states, with many municipalities acting on their own. Local bans named by trackers and vendor shipping pages include:
- Metro East (near St. Louis): Alton, Godfrey, Edwardsville, Glen Carbon and Jerseyville (Rehab Seekers, third-party; Left Coast, Kats and Kraken shipping pages)
- Southern Illinois: Marion and Herrin (Rehab Seekers)
- Chicago suburbs and elsewhere: Super Speciosa's shipping page lists more than 50 Illinois places, including Des Plaines, Oak Park, Orland Park, Tinley Park, Highland Park, Mount Prospect, DeKalb, Bloomington, Kankakee, Pekin and East Peoria.
We didn't check each municipal code directly, and vendor lists may include places that restrict rather than ban kratom. If you live in a suburb, check your village code or call the village clerk.
7-OH and synthetic kratom
Illinois doesn't limit 7-OH at the state level. That's a gap the pending consumer protection bill would fill (below). Federally, the DEA placed three 7-OH-related compounds in Schedule I on August 26, 2026 (Federal Register), and its 7-OH order was still pending in early September. See what is 7-OH.
Buying kratom online in Illinois
No vendor we track blocks Illinois as a whole. The table shows how they handle Illinois cities (checked September 28, 2026):

Recent changes and pending bills
Two opposite bills were filed in early 2026:
- HB 4737, Kratom Consumer Protection Act: 21+ sales, labeling, a ban on synthetic derivatives, and civil fines of $5,000-$10,000. It would repeal the Kratom Control Act and take effect January 1, 2027. It was re-referred to the Rules Committee on March 27, 2026 (LegiScan).
- SB 3160, Kratom Prohibition Act: an outright ban with misdemeanor penalties. Still pending as of July 2026, per Rehab Seekers.
Neither has passed as of September 28, 2026, as far as we could find.
